Harlan County, KY has started a campaign to attract off-road enthusiasts to the area. The county has leased 7000 acres of abandoned mine property to set aside for off roaders. Plans are in the works to lease another 30,000 acres. They hope to attract both ATV enthusiasts as well as larger off-road vehicles.
