I don't see a problem here. The trailer obviously had a bearing problem that caught the trailer on fire. They rigged up the axle to get the trailer to a place where it could be dealt with. What were they supposed to do, leave it setting along the road for someone to run into until they could dismantle it in place?

Actually they should have contacted a large truck wrecker service. They have trailers that are designed to safely transport trailers that have been damaged by fire or collision.
If hwy patrol caught this guy pulling this rig down the road then not only would be be loosing his CDL he would possibly be facing criminal charges. Not to mention that the company's insurance carrier would drop them like a hot skillet the moment that they found out about it.
No the wrecker service isn't cheep but for the safety of others it is not only necessary it is the law. It is shear acts of stupidity like this that give the rest of us gear jammers a bad name.
Having logged over 350,000 miles (I know not a whole lot by otr standards) in class a commercial vehicles I can say flat out that I would be on the radio the first chance that I could trying to raise the state cops if I had seen this trailer rolling down the road If that failed then I would be on the cell phone Dialing 911.
If it was just a matter of a bad bearing and having to chain up the axle to move the trailer to the next exit or safe place to pull off that would be one thing.
However as you can see by the photos this trailer not only has the outer skin burned but obviously has some serious structural damage to the frame judging by the visible bends in the frame and trailer (looks to be a foot or more). If the frame failed completely (which would be quite possible judging from its condition in the pictures) the likely hood of a innocent person getting seriously injured or killed is very high. Not only is it stupid to take that chance it is flat out irresponsible.

This is a classic Out of Service condition that could easily get an innocent motorist killed! This driver should be hammered if he got caught. The upper frame AND the lower frame is severed, a condition that is extremely dangerous.
This is why the weigh station folks exist, to catch rhese idiots...........
